Was Paul Writing To Israel In His Letters?

I was just reading the first couple of chapters of Romans and isn’t it a bit odd if Apostle Paul is writing to Gentiles/Greeks that he is talking about things they have no knowledge of? Like Circumcision, the Law, like in chapter 2:17 he clearly says, Behold, thou art called a Jew, and resteth in the Law, and makest thy boast of God: 18 And KNOWEST HIS WILL, and approvest the things that are more excellent, BEING INSTRUCTED OUT OF THE LAW…Gentiles/Greeks they were never instructed in the Law, they were never called a Jew, they never rested in the Law, or made their boast of God…he had to be writing to the Northern tribes that God divorced and scattered them among the Gentile nations no longer bearing the Name of God, yet God said He would bring them back…honestly I am beginning to believe this is exactly what was happening! Unless I am missing something here… the circumcision was only for the Children of Israel and the strangers that obeyed and followed Israel’s God…and Paul lets them know that now outward circumcision profits them nothing…but they are a Jew by the inward circumcision of the heart, in the Spirit, not in the letter, whose praise is not of men but of God. Didn’t God promise to write His Law upon their hearts?

This letter had to have been written to Roman Jews, the Northern tribes ( called Gentiles) that relocated there…but Ch.7 itself is extremely interesting. Still have a lot of questions and taking this in slowly I want only the Truth 🙏 so again just my thoughts not teaching just thinking..

Ezekiel
11:13 And it came to passe, when I prophecied, that Pelatiah the sonne of Benaiah died: then fell I downe vpon my face, and cried with a loud voice, and said; Ah Lord God, wilt thou make a full end of the remnant of Israel?
11:14 Againe the word of the Lord came vnto me, saying;
11:15 Sonne of man, thy brethren, euen thy brethren, the men of thy kinred, and all the house of Israel wholly are they, vnto whom the inhabitants of Ierusalem haue sayd; Get yee farre from the Lord: vnto vs is this land giuen in possession.
11:16 Therefore say, Thus sayth the Lord God; Although I haue cast them farre off among the heathen, and although I haue scattered them among the countreys, yet will I be to them as a little Sanctuarie in the countreys where they shall come.
11:17 Therefore say, Thus saith the Lord God; I will euen gather you from the people, and assemble you out of the countreys where ye haue beene scattered, and I will giue you the land of Israel.
11:18 And they shall come thither, and they shall take away all the detestable things thereof, and all the abominations thereof from thence.
11:19 And I wil giue them one heart, and I wil put a new spirit within you: and I will take the stonie heart out of their flesh, and will giue them an heart of flesh,
11:20 That they may walke in my statutes, and keepe mine ordinances, and doe them: and they shall be my people, and I will be their God.
11:21 But as for them whose heart walketh after the heart of their detestable things, and their abominations, I wil recompense their way vpon their owne heads, saith the Lord God.

Ezekiel
36:19 And I scattered them among the heathen, and they were dispersed through the countreys: according to their way and according to their doings I iudged them.
36:20 And when they entred vnto the heathen whither they went, they prophaned my holy Name, when they said to them, These are the people of the Lord, and are gone forth out of his land.
36:21 But I had pitie for mine holy Name, which the house of Israel had prophaned among the heathen, whither they went.
36:22 Therefore say vnto the house of Israel, Thus saith the Lord God, I doe not this for your sakes, O house of Israel, but for mine holy Names sake, which ye haue prophaned among the heathen, whither ye went.
36:23 And I will sanctifie my great Name which was prophaned among the heathen, which ye haue prophaned in the midst of them, and the heathen shall know, that I am the Lord, saith the Lord God, when I shall be sanctified in you before their eyes.
36:24 For I will take you from among the heathen, and gather you out of all countreys, and will bring you into your owne land.
36:25 Then will I sprinckle cleane water vpon you, and ye shalbe cleane: from all your filthinesse, and from all your idoles wil I cleanse you.
36:26 A new heart also will I giue you, and a new spirit will I put within you, and I will take away the stonie heart out of your flesh, and I will giue you an heart of flesh.
36:27 And I wil put my Spirit within you, and cause you to walke in my Statutes, and ye shall keepe my iudgements, and doe them.
36:28 And ye shall dwel in the land that I gaue to your fathers, and ye shall be my people, and I wil be your God.

Jeremiah
31:1 At the same time, saith the Lord, wil I be the God of all the families of Israel, & they shalbe my people.

Jeremiah
31:31 Behold, the dayes come, saith the Lord, that I will make a newe couenant with the house of Israel, and with the house of Iudah.
31:32 Not according to the couenant that I made with their fathers in the day that I tooke them by the hand, to bring them out of the land of Egypt, which my couenant they brake, although I was an husband vnto them, saith the Lord.
31:33 But this shall be the couenant, that I will make with the house of Israel, After those dayes, saith the Lord, I will put my law in their inward parts, and write it in their hearts, and wil be their God, and they shall be my people.
31:34 And they shall teach no more euery man his neighbour, and euery man his brother, saying, Know the Lord: for they shall all know mee, from the least of them vnto the greatest of them, saith the Lord; for I will forgiue their iniquitie, and I will remember their sinne no more.
31:35 Thus saith the Lord which giueth the Sunne for a light by day, and the ordinances of the moone and of the starres for a light by night, which diuideth the sea when the waues thereof roare, the Lord of hosts is his name.
31:36 If those ordinances depart from before me, saith the Lord, then the seed of Israel also shall cease from being a nation before me for euer.
31:37 Thus saith the Lord, If heauen aboue can bee measured, and the foundations of the earth searched out beneath, I will also cast off all the seed of Israel for all that they haue done, saith the Lord.

Hebrews
8:6 But now hath he obtained a more excellent ministerie, by how much also he is the Mediatour of a better Couenant, which was established vpon better promises.
8:7 For if that first Couenant had bene faultles, then should no place haue bene sought for the second.
8:8 For finding fault with them, hee saith, Behold, the dayes come (saith the Lord) when I will make a new couenant with the house of Israel, and the house of Iudah.
8:9 Not according to the Couenant that I made with their fathers, in the day when I tooke them by the hand to lead them out of the land of Egypt, because they continued not in my Couenant, and I regarded them not, saith the Lord.
8:10 For this is the Couenant that I will make with the house of Israel after those dayes, saith the Lord: I wil put my Lawes into their minde, and write them in their hearts: and I will be to them a God, and they shalbe to me a people.
8:11 And they shall not teach euery man his neighbour, and euery man his brother, saying, Know the Lord: For all shall know me, from the least to the greatest.
8:12 For I will be mercifull to their vnrighteousnes, and their sins & their iniquities will I remember no more.
8:13 In that he saith, A new Couenant, he hath made the first olde. Now that which decayeth and waxeth old, is readie to vanish away.
